Young doctors/biomedical scientists at ICMR


INDIAN COUNCIL OF MEDICAL RESEARCH
ICMR is a premier autonomous scientific organization under Department of Health Research, MOH&FW whose aim is “to bring modern health technology to the people through innovations related to diagnostics, treatment methods and vaccines for prevention; to translate them into products and process in synergy with concern organizations to introduce these innovations into public health system.
ICMR has 32 Institutes/Centres equipped with modern infrastructural facilities to carry out research in communicable as well as non-communicable diseases. ICMR has research priorities to deal with health problems pertaining to fertility control, maternal and child health, control of nutritional deficiency/disorders, occupational and environmental health problems, social behavioural research and human resource development etc.
In view of the above, ICMR has decided to introduce back Talent Search Scheme (TSS) to attract bright young professionals (medical as well as biomedical) maximum upto 10 Nos each year, depending upon availability of vacancies to join ICMR for appointment as Scientist C (Rs.15600-39100+GP Rs.6600).
1. Young doctors/biomedical scientists who have completed or are likely to complete their relevant postgraduate degree such as MD/MS/DNB/Ph.D or M.Sc. + Ph.D degree course by 30th June, 2015, having aptitude for clinical, biomedical , public health research and would like to pursue career in Health R&D in ICMR shall be considered.
2. Eligibility :- Candidates with 1st class in MBBS & 1st class M.Sc. in Life Science subjects who have passed the respective exams in first attempt from a recognized Medical College/University and have completed or are likely to complete their postgraduate degree course in various medical subjects (Medicine, Pediatrics, Gynaecology & Obstetrics, Chest & TB, Community Medicine, Microbiology, Biochemistry, Pathology etc.) may apply as per the format available in ICMR website. Ph.D degree should also be in a biomedical subjects relevant to research being conducted in ICMR.
3. Recruitment and Appointment:-
(a) Candidates will be selected based on merit through written test and interview (written test = 40 marks, achievement as evidenced by publications = 20 marks, and interview = 40 marks). Selected candidates should have completed or likely to complete their respective degree MD/MS/ DNB or Ph.D by March 31, 2015 as indicated above.
(b) Upon joining ICMR as Scientist ‘C’ and before posting the TSS candidates will be sponsored by ICMR for trainings upto One year period for skill development in research methodologies/clinical aspects on biomedical research in identified Institutes within the country. ICMR will pay TA/DA for participation in the course as mentioned above.
(c) A committee constituted by ICMR will carry out overall assessment of the Scientists for their placement in any ICMR Institutes/Centres after one year training.
(d) Thereafter, the selected Scientist will have to work in ICMR Institute/Centre for one complete year, failing which he/she has to refund the amount of money spent on their training.
4. Advance Increment:- The selected Scientist may be recommended up to five advance increments based on overall performance during the selection interview, papers published with impact factor etc. as admissible as per financial regulations.
Age Limit: Not exceeding 40 years. Relaxable up to 5 years for Government servants and SC/ST candidates and 3 years for OBC candidates in accordance with the instructions issued by the Department of Personnel & Training from time to time in this regard. However, the prescribed age may be further relaxed in exceptional cases for experienced and qualified candidates.
General Relaxation Clause: Age, qualification and experience will be relaxable in deserving cases as mentioned in the Recruitment Rules of Health Research Scientists Cadre of ICMR, 2007 under Rule 14 and Note: 1 & 2 of Schedule – III.
Other Service Conditions:
(1) Pay Band-3 Rs.15600-39100 Plus Grade Pay Rs.6600/-. (2) Allowances as per Central Government Rules are admissible on the above pay scale. (3) Benefits of new restructured defined contributory Pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECD & PR Division), Notification No.5/7/2003-ECD & PR dated 22.12.2003 effective from 1.1.2004. (4) Private practice is not allowed. However, non-practicing allowance is admissible to medical/veterinary graduates only as per rules. (5) Applications from employees working in Central/State Govt. Departments/Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application will be considered subject to the conditions that a “No Objection Certificate” from the employer is produced at the time of personal discussion. Application received after the closing date will not be considered. Candidates called for through written test/ interview have the option to answer in Hindi also.
How to apply:
(1) Application forms and other information can be obtained from ICMR’s website www.icmr.nic.in on or before the closing date.
(2) Application forms duly completed in all respects and signed by the applicant should be sent to the Director General, Indian Council of Medical Research, V.Ramalingaswami Bhawan, Ansari Nagar, Post Box 4911, New Delhi – 110029 on or before 15.04.2015.
(3) Documents to be enclosed with the application form (self attested):- a) Proof of Date of Birth b) Educational qualifications c) Experience d) List of publications with impact factor with details reference & citation role in public health, impact of contribution of the candidate, list of extramural projects whether R&D sponsored/contractual and whether as PI/Co-PI or Co-Investigator. e) Crossed Indian Postal Order (IPO) or Demand Draft for Rs.500/- (Rupees Five hundred only) payable to the Director General, Indian Council of Medical Research, V. Ramalingaswami Bhawan, Ansari Nagar, Post Box 4911, New Delhi – 110029.
(4) Unsigned/Incomplete application or application without supportive evidence asked for/without postal order/application received late are liable to be summarily rejected.
Note: Since it is not possible to call all the eligible candidates for the interview/personal discussion, the applicants will be short-listed for this purpose. Based on merit in the written test, shortlisted candidates shall be called for interview/personal discussion. The decision of the Director General, ICMR will be final in this regard. Candidates called for interview will be paid a 2nd class rail fare by the shortest route on production of documents. Any canvassing by or on behalf of the candidates or to bring political or other outside influence with regard to selection/recruitment shall be disqualification.
