Rajiv Gandhi Centre for Biotechnology (RGCB) invites applications for a position of Senior Program Leader – BioScience & Sustainable Technology in the Scientific cadre for a period of five years.
JOB DESCRIPTION
RGCB has set very challenging development goals in large-scale national projects involving the domain of Science & Society. These include documentation of tribal & traditional medicine; Ayurveda based discovery; use of medicinal plants and its conservation as well application of health biotechnology for societal benefit. All these projects are to be implemented at various locations in India using sustainable technology and expertise generated at RGCB.
In this regard, the main role of a Senior Program Leader - BioScience & Sustainable Technology is to serve as the principal technical and program management lead for strategic implementation of these projects. To achieve these goals in an innovative and cost-efficient manner, this position is needed to:
  1. Establish, maintain coordination and collaboration among RGCB’s R&D, business development group and other stakeholders.
  2. Provide focus and direction so that goals are met via innovative technologies/approaches rather than the more conventional end-of-pipe treatment approaches.
  3. Provide supervision of junior personnel and technologists.
  4. Develop, identify and transfer technologies and approaches from RGCB to stakeholders.
  5. Benchmark, collaborate, and engage entities outside of RGCB.
The Senior Program Leader (BioScience & Sustainable Technology) will have the following duties
  1. Identify and develop creative and innovative solutions to problems of a conceptual nature, through exploration and synthesis of ideas, concepts, and existing technology
  2. Responsible for Program or Project Management including establishing project/program objectives as well as program planning, reviews and execution phases
  3. Initiates and leads substantial projects both technically and commercially; identifies needs and recommends project approaches.
  4. Collaborates on projects, reaching beyond assigned responsibilities, to assist others as necessary to achieve goals, encourages collaborative relationships within project team or work group
The particular job grade will be dependent on experience level of the incumbent. The two programs to be initiated in the first 24 months of the job include:
PROGRAM 1
The state of Kerala as well other locations in the country has a rich repository of medicinal, aromatic and other economically valuable plants due to the wide variation of temperature and altitudes. The overall mission of this program is to establish a detailed database of tribal and traditional medicine as well as medicinal plants, their active principles and medicinal activities. In addition the program seeks to establish a strong plant resource base with huge biodiversity cutting all strata in the plant kingdom. Such establishments will provide platforms for the use of high-end technology available with RGCB for discovery and development of unique phytochemicals with application in medicine, nutraceutical development, cosmetics, and biopesticides.
PROGRAM 2
RGCB has an outstanding track record in translation of its research capability & capacity for public health management. RGCB provides the entire state of Kerala and southern districts of Tamil Nadu, molecular diagnostic services for viral infections, cancer and cardiovascular diseases. In 2009 during the height of the pandemic H1N1 flu outbreak, RGCB provided the only authorized diagnostic service for the entire state of Kerala, bringing down the morbidity and mortality. Similarly in the 2010 and 2011 outbreaks of dengue and Chikungunya infections, it was RGCB molecular virologists that developed an in house innovative multiplex diagnostic kit, which allowed rapid identification of the viral fevers. Further expanding this service, RGCB subsequently established a dedicated diagnostic unit called Laboratory Medicine & Molecular Diagnostics (LMMD) providing exclusive services for public health. In 2010, recognizing the outstanding contribution of RGCB to public health management, the Indian Council of Medical Research (ICMR) gave a special grant of Rupees 5 crores to further upgrade the diagnostic services to that of a National Grade 1 laboratory capable of handling all types of viral infections. The expertise of RGCB can be put to use in commissioning and operation of Molecular Biology and Analytical laboratories. Hence RGCB plans to establish with suitable commercial partners, central comprehensive testing laboratories in different locations in the country, which will have all genetic and molecular tests for infectious and non-infectious disease. This will be of world-class quality with state-of-art machinery and trained staff. It will provide one stop “all under one-roof” testing for the public.
ESSENTIAL QUALIFICATIONS, DESIRABLE QUALIFICATIONS AND RELEVANT DETAILS
This position will be in the scientific cadre of RGCB on a five year contract. The grade at which the person will be placed depends on experience profile. The candidate is not expected to do laboratory research and will be posted in the Institute Development Division of RGCB. Candidates working in the Government sector will have to apply through proper channel and can be considered on deputation.
Essential qualifications
  1. PhD in Life Sciences.
  2. A minimum of ten years documented experience in government service handling grant management, project implementation and man management.
Desirable qualifications
  1. Previous experience in the management of major Government projects especially in the programs mentioned above.
  2. Strong leadership and communication skills.
  3. Proven track record in project management.
The upper age limit is 50 years as on 31.01.2015. However, applicants currently in Government service will have age relaxation as per Govt. of India rules.

EXPRESSION OF INTEREST FOR SCIENTIFIC CONSULTANCY ASSIGNMENT
National Institute of Immunology desires to engage Scientific Consultant/s at Level-II or III, depending on qualification and experience, initially for a period of one year, for carrying out scientific assignment. The number of Consultants to be hired may vary depending upon need. The details of qualification, Scope of work, Consultation Fee etc. for the purpose are given below:-
1. Qualifications:-
Consultant Level-II – Ph.D degree in Life Sciences and minimum post qualification experience of 6 years in the requisite filed. Retired Government employees with (i) Grade Pay of Rs. 6600/- and above & (ii) at least 12 years experience in the required domain would also be eligible for this position.
Consultant Level-III - Ph.D degree in Life Sciences and minimum post qualification experience of 20 years in the requisite field. Should have high competency and established peer reputation. Retired Government employees with (i) Grade pay of Rs 10,000/- and above & (ii) at least 25 years experience in the required domain would also be eligible for this position.

3. Consultation Fee and Local Conveyance:-
Consultant Level-II – (i) Consolidated fee shall range from Rs. 35,000/- to Rs. 60,000/- depending upon educational qualification and experience plus an additional amount of Rs. 3000/- p.m. as local conveyance; (ii) No other facility (i.e. telephone and personal staff) would be provided.
Consultant Level-III – (i) Consolidated fee shall range from Rs 60,000/- to Rs 90,000/- depending upon educational qualification and experience plus an additional amount of Rs. 10,000/- p. m. as local conveyance.
(ii) Residential Telephone Facility upto a maximum reimbursable amount of Rs 2800/- p.m. shall be admissible.
(iii) Other Facility: One personal staff from outsourced category subject to availability may also be provided.
NOTE: Besides consultation fee, no other allowance such as DA, transport facility, residential accommodation, medical reimbursement, CPF, LTC etc. would not be admissible. Except in case of Consultant Level-III, residential telephone and personal staff, would not be admissible as clarified above. The amount of fee in case of retired Government officials appointment as Consultant shall be fixed at the last pay drawn plus DA at rate prevailing on the date of appointment as Consultant less basic pension/pension
equivalent of employer’s contribution to CPF, subject to the maximum fee indicated above.
4. Age limit: Not exceeding 63 years as on the closing date of receipt of applications. Person who retired in the last 2 years or are shortly retiring from service are eligible to apply.
5. Leave: Consultants shall be eligible for 12 days leave in a calendar year on pro-rata basis and shall not draw any remuneration in case of his/her absence beyond 12 days in a Year Calculated on a pro-rata basis.
Also un-availed leave in a calendar year cannot be carried forward to next calendar year.

SCOPE OF WORK:
NII has initiated endeavours in the field of research on stem cell biology. The work will involve studies on hematopoietic stem cells, muscle regeneration and liver fibrosis. The Consultant would be required to pursue further exploratory work in these areas by working closely with NII and its collaborating organizations and guide/provide strategic operational scientific advice for fructification of ongoing research. The duties will include,
among others, developing and coordinating research among all stakeholders, and facilitating logical conclusion of the ongoing research in the above areas.

NIAB is looking for dedicated and committed Scientists who believe in institution building and have a passion for academic excellence and quality research for filling FOUR positions in the following priority areas:
1. ANIMAL GENETICS & GENOMICS:
Responsibilities: The selected candidate is expected to teach Genetics (Quantitative & Population Genetics) and Genomics at PG level, administer the program and undertake cutting edge research in quantitative and population genetics aimed at genetic improvement of livestock using modern tools of genomics. In addition candidate is expected to attract external funding to establish and lead research programs in the area of genetic improvement of farm animals.
Required Skills: Ph. D in Quantitative/ Population Genetics/ Animal Breeding or related discipline; outstanding contribution to research; a proven track record of scholarly research and publications of international quality in top-ranked peer-reviewed journals, especially in relation to Genetics of Livestock species; expertise and capacity to teach graduate students in specialist courses covering major aspects of quantitative genetics and/or population genetics/ Animal Breeding. 2. REPRODUCTIVE BIOLOGY & BIOTECHNOLOGY:
Responsibilities: The selected candidate is expected to establish a strong research programme in livestock reproduction/ developmental biology. The candidate is expected to undertake cutting edge research to address reproductive problems in livestock by employing a combination of traditional and modern biological approaches to create new knowledge and develop novel diagnostics and therapeutic tools for infertility in livestock. In addition to his or her own research programme he/she will be expected to provide support to research projects at NIAB aimed at creation of transgenic livestock.
Required Skills: Ph.D in Veterinary sciences / Animal Sciences / Modern Biology /Livestock Reproduction or in a related area with demonstrated excellence in research and publications of international quality in top-ranked peer-reviewed journals; strong potential for securing independent and collaborative extramural funding. Experience of supervising doctoral students will be an advantage.
3. BIOINFORMATICS:
Responsibilities: The selected candidate is expected to lead the bioinformatics team and work in an interdisciplinary environment with focus on the development and application of computational tools to problems of livestock industry; including genomics, NGS data analysis, proteomics, transcriptomics and metabolomics data to understand biological processes in close collaboration with experimental scientists. As a leader of the team, he is expected to train and mentor the members for NGS data analysis and bio-computing software development. In addition he is expected to participate in teaching relevant courses for Masters Students.
Required skills: The candidate should have Ph. D in a related discipline with publications of international quality in top-ranked peer-reviewed journals; Experience in high performance computing, analyzing/ processing next-generation sequencing data for Whole Genome Assembly, Transcriptome assembly, PAVs, CNVs, SNPs, RNAseq, CHIPseq. Strong experience in writing computer programs in at least one widely used language (e.g., Python, C++, and R) will be desirable: molecular modeling and design and pathway networking analysis. Experience of supervising doctoral students will be an advantage.
4. Infectious Diseases:
Responsibilities: The selected candidate is expected to establish a strong centre of research in Infectious Diseases to understand the mechanisms involved in host – pathogen interactions and identify novel targets for development of diagnostics, vaccines and therapeutic molecules for viral/bacterial/fungal/parasitic diseases of livestock. The candidate is expected to develop collaborative research programmes with Scientists working in other disciplines.
Required Skills: The candidate should have Ph.D and post – doctoral research experience in infectious diseases of livestock or in a related area. The candidate should have been successful in securing external funding and track record of outstanding publications in top-ranked peer-reviewed journals, especially in the field of translational immunology.
Outstanding scientists in other related areas are also encouraged to apply.

General Information and Conditions:
1. The number of positions is provisional and may vary at the time of selection.
2. All the positions carry usual allowances as admissible to Central Government Employees of the same pay and status posted at Hyderabad. Higher initial start may be considered in deserving cases.
3. It may be possible to consider appointments with grade lower than the grade advertised (in the same group) depending upon the recommendations of the Selection Committee.
4. Designations of various posts may change.

Candidates called for test / interview will be paid single second class rail fare from the actual place of undertaking the journey or from the normal place of residence whichever is nearer to Secunderabad Railway Station on production of relevant document of travel. However, reservation and sleeper charges and surcharge on superfast trains will be admitted if requisite ticket / receipt etc. is submitted as proof of having actually incurred the expenses. In the
absence of valid details in the TA claim, the surcharges, etc., will not be allowed.
15. Incomplete applications and/or the applications received after the last date are not likely to be considered.
16. The perspective candidates are encouraged to have informal contact with the institute faculty for delivering a seminar and personal discussion.
17. No fee for SC / ST / PWD / Women / Abroad candidates. Remaining candidates are required to pay the application fee.
18 Those who have applied against Rolling Advertisement are advised to update their profiles, if required, as per the present advertisement.
19. Separate application with the DD has to be made for each position applied.
20. These positions will be filled initially for 5 years and will be renewed depending upon
performance and mutual consent.
21 How to apply

(d) An application fee of Rs.500/- through a crossed Demand Draft drawn on any nationalised bank and valid for at least 3 months in favour of “National Institute of Animal
Biotechnology, Hyderabad” payable at Hyderabad, preferably Punjab National Bank, Gachibowli (Code No.PUNB0498700), Hyderabad. The following details must be filled on
back side of Demand Draft:

(ii) Category
(iii) Post Applied For
(e) After online submission, candidates should take a print out of the computer generated
application form, paste a recent passport sized photograph and sign on each page of the
form & on the photograph.
(f) This computer generated application form (print-out) duly accompanied by self-attested copies of the certificates, mark sheets, testimonials in support of age, educational
qualifications, experience, reprints of publications and caste certificate (if applicable) along with Demand Draft for Rs.500/-, if applicable, should be sent in an envelope super-scribing “APPLICATON FOR THE POST OF_______________” by post to the Senior Manager, National Institute of Animal Biotechnology, D No. 1-121/1, 4th and 5th Floors, Axis Clinicals Building, Miyapur, Hyderabad, Andhra Pradesh, India – 500 049 on or before the prescribed date.
(g) Mere submission of online application without hard copy (vice versa) will not be considered.
